MORE THAN 1000 KM OF RURAL ROADS WILL BE PAVED

The Productive Rural Roads program will allow paving, in two phases, about 1,200 kilometers throughout the country, until 2028
In this first period, 500 kilometers will be paved and the construction of about 25 bridges is also contemplated. Likewise, Uruguay signed the renewal of the loan with the IDB, to begin the second stage of the program in 2024.

After an investment of more than 46,000,000 pesos, authorities from the Office of Planning and Budget (OPP) and the Florida Mayor's Office enabled the paving of almost 11,000 meters of old route No. 58, in the northern area of ​​the aforementioned department. The first stage of the Productive Rural Roads program will end in 2023; It is planned to pave about 500 kilometers throughout the country, through funds provided by OPP.

The inauguration of the works, held on the afternoon of Thursday, July 20, was attended by those responsible for the Interior Development Fund (FDI) and Caminaría Rural programs, from the Planning and Budget Office (OPP), Antonio Barrios and Federico Magnone, respectively, and the mayor of Florida, Guillermo López.

For the paving project of almost 11 kilometers in length of the old route No. 58, 46,600,000 pesos were invested, of which the OPP contributed 32,600,000, through the Productive Rural Roads program, and the mayor of Florida, about 14,000,000.

The improvements included paving the road with double bituminous treatment, recycling with Portland cement, construction of culverts, and vertical and horizontal signage. The work, carried out in eight months, was financed by the aforementioned agency, through funds from the Inter-American Development Bank (IDB), for the change in the standard of rural roads, and will benefit about 2,000 people in the area.

López, meanwhile, expressed that these works respond to a decades-old demand and allow connecting route No. 5 with the central area of ​​the department. He added that the OPP makes it possible for resources to reach, in works, rural areas.

INTELLIGENT TRAFFIC SYSTEMS CENTER (CSIT)

The Center will make it possible to manage and monitor the traffic control equipment of the national road network.
The purpose of launching this center is to optimize traffic management through the use of new technologies, as well as to promote the safety of all road infrastructure users.
The service will work 24 hours a day, 365 days a year, monitoring the road network and collecting information, which will serve as input for the Traffic Engineering Area to make decisions in real time. In this way, it is intended to minimize vehicle congestion on national routes.

This Center monitors:

-The traffic lights installed in the national road network.

-Variable messaging billboards that inform in real time travel times, cuts, and any other traffic interruption and have a fundamental role in traffic regulation, offering circulation alternatives.

-Speed ​​management equipment.

-Cameras.

-Traffic counting equipment.

The CSIT is located in the MTOP headquarters building and has state-of-the-art equipment. The speed violation validation area will also work there, which will be in charge of analyzing images and videos of possible violations.

In addition, 100 new devices were installed to control speed on national routes and urban journeys, promoting good driving practices.
There are 100 active teams that will alternate in 112 points throughout the country, which means that some boxes will not contain devices. These state-of-the-art instruments will register traffic violations but will not set a fine until next month, with prior notice. All of them are duly signposted, indicating the maximum speed allowed, in accordance with current regulations.

This is part of the 2020-2025 National Road Safety Plan, which includes the analysis, design and execution of a road works plan: 110 new intersection solutions, including 10 interchanges, 100 roundabouts and turning basins, an increase of one 50% lighting, 71.5 km of third tracks, 642 km of new routes, zero ballast, 250 interventions on bridges, 28 rest areas for trucks. In addition, it includes information and awareness campaigns.

Within this framework, this year 450 million dollars will be invested in works with an important component in road safety. The head of Transportation, days ago stated that the growth of the automotive fleet must be accompanied by new infrastructure works. "Traffic is changing and we have to change the strategy," he said, and in that sense, he indicated that investment in public works - which is record in this period - will allow progress in infrastructure, paving, the network and road safety .

The event took place on August 1 at the Volvo plant in Curitiba, Brazil. Many cargo transportation companies from our country were present, mainly in the forestry sector.

The electric truck has various lithium battery packs that allow its autonomy to be adjusted to the intended use. At the moment it can reach up to about 300 km of autonomy with a full load of 45 tons.
In terms of performance and driving comfort, it is superior to the same equipment in the diesel line, great acceleration and a silent ride. As for maintenance, it is practically non-existent and easy to carry out.
All Volvo cabin models are available for this new line as well as the latest generation driving safety and comfort packs.
The first 4 test units are at the Curitiba plant and we had the pleasure of driving them on its test track. We expect a relatively rapid development of this new generation of road transport.

Bitafal is expanding its international ground transportation fleet for both asphalts and emulsions to improve the delivery service for our products as well as to expand our supply capacity. These are 8 state-of-the-art Volvo FHX 460 trucks with all security systems, 10 heated tankers for asphalt and 2 tankers for asphalt emulsions.

The FHX 460 trucks have the full safety package that includes Electronic Stability Control to prevent rollover and skidding, EBS brakes, driver fatigue alert, lane keeping assistance, radar-based blind spot alarm, programmer of speed adapted to maintain the distance with the vehicles that circulate, warning of danger of collision and automatic emergency braking. This is complemented by an automatic gearbox, electronically controlled air suspension as well as high visibility LED lights. Euro 5 engines ensure compliance with emissions standards.
The insulated heated asphalt tankers also feature high safety standards such as air suspension, ABS brakes, and rollover protection and spill moldings.
All these teams guarantee the safety of our drivers as well as the other drivers present on our routes.

This is the section between Sauce and route 11 of the Circuito Vial 6 PPP contract, which includes the rehabilitation of 78 kilometers of route 6

On June 22, the Minister of Transportation and Public Works, José Luis Falero, together with Undersecretary Juan José Olaizola, inaugurated the works on the section of Route 6 between the Sauce bypass and Route 11.
This work is being carried out with the innovative technology of recycled pavement with foamed asphalt both in the plant and on site and then with a surface layer with modified asphalt type PG 70-28 that the Cuchilla Grande consortium entrusted to Bitafal as supplier.
The improvements made to the section imply an improvement in the existing infrastructure, including junctions, bridges, new pavement, signage, lighting and drainage. Interventions were carried out on five bridges, widening and reinforcing their structures to improve their performance.
In addition, two closed access roundabouts to Sauce were built on the south and center sides, replacing the existing roundabouts and improving the pavement, signage, and lighting. These improvements in the junctions have contributed significantly to road safety in the area. Minister Falero highlighted the importance of these works in the quality of the infrastructure as well as the estimated durability, since companies must be responsible for maintenance for more than 20 years. The investment in this section was approximately 1,700,000 dollars.
The Mayor of Sauce, Rubens Ottonello, the National Director of Roads, Hernán Ciganda, and other national, departmental and local authorities were present at the inauguration event.

The Minister of Public Works and Communications of the Dominican Republic, Deligne Ascención, inaugurated the first Modified Asphalt congress in the country, which took place on June 15 and 16 in the Dominican capital. The event was attended by businessmen and road infrastructure professionals from several countries in the region.
Bitafal's Technical Director, Santiago Kröger, spoke about the advances and challenges of modified asphalt in Uruguay along with prominent international speakers such as Eng. Mario Jair from Argentina, Dr. Luis Guillermo Loría from Costa Rica, Dr. Adalberto Faxina from Brazil, Engineer María Camila Galviss from Colombia, Engineer Pablo del Águila from Peru, Dr. Luis Miguel Gutierrez from Brazil and Engineer Yerko Eterovick from Bolivia.

The minister highlighted the government's interest in incorporating modified asphalt technologies in road projects to achieve a longer duration, minimize environmental impact and guarantee solid investment. The official mentioned the importance of migrating to a higher quality type of asphalt that guarantees greater durability and is friendly to the environment. The exploration of new technologies aims to obtain better results, reduce environmental impact and achieve significant savings for the country.

The congress, sponsored by the Ministry of Public Works, the international company Syntex Asphalt SRL and the Isaac Newton University of Costa Rica, included the participation of experts from various countries who shared their experiences on the use of modified asphalt. The vice ministers of the MOPC, Elías Santana and Luis Bastardo, were also present.

The event took place from May 24 to 26 at the Pavilhão Azul of the Expo Center Norte in São Paulo, being the reference event in the area of ​​highways and road infrastructure in Brazil. In this edition, it received 19 thousand visitors, which represents a growth of 57% compared to the previous edition in 2022.

In addition to the impressive exhibition area, the event also included the Paving Conference, which brought together more than 3,000 people in conference rooms for high-level discussions with industry experts. During the conferences, important issues were addressed such as the use of warm mixes, the recycling of asphalt pavements, including the use of foam, as well as noise and vibration control in infrastructure works. Technology also played a prominent role, from the use of BIM in highway design and construction to the application of 3D technology for paving control.

The event was attended by manufacturers, importers and distributors of machinery and equipment, as well as companies that offer solutions for the construction and maintenance of bridges, viaducts and tunnels. Suppliers of asphalt and concrete paving products, drainage solutions and equipment, technologies and equipment for the containment of slopes, geosynthetics, geotechnical and companies specialized in road signs were also present.

Grupo Bitafal was present at the 2023 edition of Conexpo-Con/Agg, the largest construction machinery fair in America, held from March 14 to 18 in Las Vegas.

With more than 2,400 exhibitors from 36 countries and an exhibition area of ​​275,000 m2, the fair was attended by more than 139,000 registered attendees from 133 countries, including 24,000 international attendees. With a focus on sustainability and electrification, the fair showcased the latest innovations in hydrogen-powered and electric construction equipment, as well as more recyclable materials and waste reduction opportunities.

In pavement recycling equipment, new and more efficient technologies appear for a better use of the material and that it does not end up in landfills. Some of the innovations for cold recycling and soil stabilization is the AutoTrac satellite assisted steering system for Wirtgen recyclers. This system allows the precise and efficient processing of a project, controlling the machine with a precision of centimeters following a previously elaborated reference track and a defined overlap of the adjacent tracks. This leads to an increase in the efficiency of the processes and, therefore, to achieving greater environmental compatibility.

In addition, information technologies continue to advance in all featured equipment where all relevant and location-specific work parameters are recorded in a comprehensive database for site analysis and documentation. For example, for soil stabilizers, the working width and depth, the worked path and surface, fuel consumption and many more are recorded.

With the presence of 600 media from 33 countries, the fair was a great success in terms of networking opportunities and knowledge of the latest trends in the construction industry. The next edition of Conexpo-Con/Agg & IFPE will be held from March 3 to 7, 2026 at the Las Vegas Convention Center, Nevada, USA.

The Congress organized by the recently formed Panamanian Asphalt Institute was held on April 20 and 21 in Panama City and featured 24 conferences by renowned international exhibitors who shared with the more than 300 participants of the event.
Among the issues on the agenda were the use of modified asphalts, the specifications by performance level, the design of pavements, as well as commercial issues such as the changes in the production and supply of asphalts that all our countries are suffering.
During the first day, the presentations of Eng. Mario Jair on asphalt mixes at low temperatures with RAP of modified asphalts, Eng. Rafael Martins and Gary Fitts from Kraton on highly modified asphalts, Eng. Andreas Lutz from Anton Paar on performance characterization of asphalts and mastics by DSR and Eng. Dave Collings on foamed asphalts.
The second day had excellent presentations by prestigious academics such as Eng. Luis Guillermo Loría on empirical mechanistic design trends, Eng. Adalberto Faxina on modified asphalts and their performance in pavements in Brazil, and Dr. Silvia Caro on advances in the characterization of moisture damage in asphalt mixes.
The Congress also had an interesting commercial exhibition with leading companies in the sector such as Syntex Asphalt, Humberto Quintero, Wirtgen, Bomag among others.
Grupo Bitafal was present at this event, participating in a round table together with important technicians, in which the latest trends and developments in the asphalt industry were discussed.
