THE FOUR SECTIONS ARE AWARDED TO DUPLICATE ROUTE 5

The extension of the double track from Canelones to Durazno will improve traffic conditions and provide safety to users

Currently the double track runs from Montevideo to Canelones. Its extension will be executed in four sections. The first goes from Canelones to the town of Mendoza. The second goes from Mendoza to Florida, the third from Florida to Sarandí Grande and the last from Sarandí Grande to Durazno.

The estimated investment is about 300 million dollars. The duplication of the section that goes from Florida to Sarandí Grande is carried out through a rehabilitation, maintenance and financing contract (Cremaf). This financial instrument streamlines instrumentation times and speeds up the start of works. The tasks are executed in two years and their maintenance is guaranteed for the following 10.

NEW SECTION WITH HIMA IN URUGUAY

NEW SECTION WITH HIMA IN URUGUAY

A highly modified asphalt (HIMA) was used to cover a section of Route 1

Four years ago, Traxpalco carried out a coating on the concrete pavement of Route 1 to improve the IRI and the general surface condition of the section. The excellent results are felt when one drives on it and that is why an extension is being carried out with a project similar to the one reported in the Bulletin N° 94

On this occasion, a section of approximately one km of an Asphalt Arena was made, in which a highly modified asphalt with SBS polymer was used (HIMA) in a thickness of 20 to 30 mm. It is to be expected a greatly improved performance of this SAMI (Stress Absorbing Membrane Interface) type layer, since the asphalt HIMA It is much more effective than the usual modified asphalts (type AM3) to attenuate the rise of cracks and joints.

The asphalt HIMA It was prepared following the specifications proposed by the Florida Department of Transportation (USA), which is one of the states with the most experience in the use of this new technology. They are evaluated for performance at 76°C in the MSCR test that is carried out with the dynamic shear rheometer, contemplating a maximum viscosity so that mixing and compaction are similar to those used with type modified asphalts. AM2 Y AM3. This could be verified on site since both temperatures were maintained and there was no difference either during the preparation of the mix or when laying it.

The section in question with Arena Asfalto was carried out at km 54 of the roadway beyond Route 1 in the Libertad bypass. On it, the regularizing layer will be applied with a CAD 12 mixture and then an F10 as tread, both made with modified asphalt type AM3. In the vicinity of the Liberty Free Zone, it will also take place on an Asphalt Arena made with AM3 a CAD 12 leveling machine with asphalt HIMA to evaluate the performance of a usual dense mix (with less asphalt content compared to an Asphalt Sand) in attenuating the reflection of joints and cracks.

We will be monitoring the various sections executed to confirm the benefits of this technology that is increasingly being developed worldwide.

URUGUAY PRESENTS THE LARGEST WORKS PLAN OF RECENT TIMES

URUGUAY PRESENTS THE LARGEST WORKS PLAN OF RECENT TIMES

In this five-year period, the largest investment in roads and bridges in the history of the country will be made. The quality of the road network will be raised with emphasis on transversal routes

The plan aims to improve the quality of roads and bridges to meet current and future needs.

The investment planned for the five-year period is 3,300 million dollars, which means an increase of 700 million compared to what was foreseen in the five-year budget, explained Falero.

Particularly, the investment in 2022 will be 905 million dollars, which represents about 2.5 million dollars per day. The figure marks a historical record. This investment will allow raising the standard of the road network to face the current traffic flow and future demands, accompanying the economic growth of the country.

Of the 8,800 kilometers of the road network, some 7,600 will be intervened, which represents more than 80% of the road network under construction. Maintenance works will be carried out on 4,400 kilometers, in about 2,600 there will be a change of standard and there will be 600 kilometers of new work, which will increase the country's road heritage.

One of the novelties of the plan is that special emphasis will be placed on the quality of the works. The Minister pointed out that there will be no more national ballast routes. There are currently 375 kilometers in these conditions, to which a double bituminous treatment with cement stabilizer will be carried out, to have a greater guarantee of its durability.

WORKS IMPROVE QUALITY AND SAFETY IN RÍO NEGRO ROUTES

WORKS IMPROVE QUALITY AND SAFETY IN RÍO NEGRO ROUTES

Construction of the roundabout linking Routes 2 and 24 will be completed by the end of June. Works begin in September to improve the quality of route 25.

The roundabout being built at the intersection of Routes 2 and 24, in a place known as La Víbora, near Fray Bentos, will improve safety conditions at this "dangerous intersection, which has cost many lives." This was stated by Minister José Luis Falero, during his visit to the department of Río Negro.

Likewise, Falero reported that works will begin in September to raise the quality standard of Route 25, which joins Routes 3 and 24. The intervention will be carried out on a 25-kilometer stretch and will require an investment of 22 million dollars.

Another important work in Río Negro is the one carried out on Route 20, which joins Routes 5 and 24. In this way it will become a new transversal, like Routes 14 and 26, and will facilitate circulation throughout the territory. without having to go south. Currently, a new section of about 30 kilometers is being built, which expands the national road heritage.

INVESTMENT IN ACCESS TO THE ARAPEY TERMS EXCEEDS $120 MILLION

INVESTMENT IN ACCESS TO THE ARAPEY TERMS EXCEEDS $120 MILLION

The funds come mostly from the Inter-American Development Bank, together with resources from the national government and the departmental government.

Repair works began on the access road to the Arapey hot springs, in charge of the national capital construction company. The execution will last nine months and involves an investment of $122 million, about US$3 million.

The access road to the Arapey hot springs, which includes 19 kilometers between Route 3 and the thermal park, but which also leads visitors to the two 5-star hotels located there, was deteriorated for many years, generating innumerable complaints from tourists and private operators who clamored for a solution in this regard. Several traffic accidents, vehicle breakages and problems of all kinds have been generated in all this time, causing a disincentive for visitors who demanded so much for its repair.

Lima confirmed that, once the work is finished, heavy traffic will not be able to travel along that road, but must do so along the parallel rural road that leads to Route 3, at the access point to Pueblo Belén, a measure that aims to give the work a longer useful life.

MTOP IS REDESIGNING THE ROAD INFRASTRUCTURE THAT THE COUNTRY NEEDS

MTOP IS REDESIGNING THE ROAD INFRASTRUCTURE THAT THE COUNTRY NEEDS

With record investment in highways in the period, the aim is to raise the quality

"We have defined a strategy for improvements throughout the national road network, in the more than eight thousand kilometers of national jurisdiction that our country has," said Minister Falero. Among them, he highlighted the double track of route 5 from Canelones to Durazno, the double track of routes 8 and 9 that will link Montevideo with Rocha, works on route 6 to route 26, route 14 that will join Mercedes with Lascano, route 20 that will connect route 5 with route 3 and the continuation of route 102 (Perimetral) to route 1.

The chief of Transportation mentioned that the road construction process has been improving, and that is what the administration points to. "We are going to focus on quality works, even if we have to do two kilometers less... A stabilized cement and portland gives greater consistency to the base and allows it to have greater durability," he assured regarding national routes.

FIRST RECYCLING OF PAVEMENTS MADE IN PLANT WITH FOAMED ASPHALT

FIRST RECYCLING OF PAVEMENTS MADE IN PLANT WITH FOAMED ASPHALT

The new technology is being implemented by the company CVC in the PPP Circuit 6 project

The designed structural package includes a stabilized base with foamed asphalt and an asphalt road surface with modified asphalt type PG 70-28 in different thicknesses as required by each section of the project. The particularity of this work is that a material stabilized with foam asphalt is used, produced in a WIRTGEN KMA 220 fixed plant with material extracted from the Route itself and with the addition of virgin material to comply with the specification of a BSM 1 according to the TG specification. -2 from South Africa.

Once the material is mixed at the plant, it is transferred to the construction site and laid by means of a sequence of two pavers and compactors to achieve the project thicknesses and adequate design densities. Between each paver a padfoot compactor enters and after the last layer a pair of tandem and pneumatic compactors give the appropriate density and surface finish.
Subsequently, a protective irrigation with emulsion is applied IRRIGATION BITAFAL 65 which remains open to traffic until the execution of a semi-dense mix made with asphalt modified with polymers of the type PG 70-28.
Stabilized with foamed asphalt has the particularity that it is a semi-bound granular material, so the failure method is rutting and not fatigue. Therefore, once the pavement reaches a rut of 10mm, the existing mixture is milled and the same thickness is replaced and it is ready to continue supporting loads.
The Circuit 6 project involves the rehabilitation of 78 km of National Route No. 6 and includes the duplication of roads in several sections, the widening and rehabilitation of the existing pavement structures, which must be maintained for 20 years by the concessionaire company. Big Blade Consortium. Several sections are made with the aforementioned technology and other sections are made by in situ recycling with foamed asphalt.
We are grateful to the company for the trust provided for the supply of emulsions and modified asphalts for your project.
We hope that this new technology will have an exponential development in our country.
US$ 1.9 BILLION INVESTMENT IN ROAD WORKS BETWEEN 2022 and 2023

US$ 1.9 BILLION INVESTMENT IN ROAD WORKS BETWEEN 2022 and 2023

Minister Falero: "Our goal is to increase public works to the extent that UPM reduces"

For this year, the government plans to invest almost US$900 million in road works throughout the country, while by the end of 2023 it is expected to reach US$1,000 million. In addition, the Ministry of Transport and Public Works will put out a tender to install 100 radars on national routes at those points identified as the most dangerous in terms of road safety.

“We have sought to consolidate a strong investment. In the construction issue there will be a logical reduction for the UPM plant. Our goal is to increase public works to the extent that UPM reduces. The idea is to keep the 50 thousand workers. We are gradually making calls for bids that allow us to award the first section of route 5 this week and the second section next week. The 8 and 9 will be in May. We are hoping to be running in the second half of this year. Today we are at 55 thousand jobs in Construction. Our goal is not to be below 50 in the entire period” said the Minister in an interview with Informal Breakfasts.

Regarding the CREMA system, the Minister clarified that “it is similar to public-private participation but not the same. They have a different feature. PPPs are valid but very expensive to finance. It is obliged to execute the work in two years and the payment in up to seven. That reduces financing costs, which are very high. The competition in the call for bids is validated with what has been the offer in bids. There is expectation and there is eagerness to build new routes that will change the map of the country's road network."

PROGRESS WORKS ON THE PORT VIADUCT

PROGRESS WORKS ON THE PORT VIADUCT

The works required an investment of more than 140 million dollars and employed some 500 workers.

The construction of the viaduct began at the beginning of 2020. "It comes at a rate that allows us to think that by the middle of the year we can have the viaduct finished," Falero reported at a press conference. In addition, a set of complementary works are being carried out within the port area, which will improve the capacities of the country's main port.

The work not only orders road traffic, but also railway traffic. The structure allows the Central Railway line to enter the port below the viaduct. "It can serve to generate internal transport in the port through the railway", said the Minister.

The works required an investment of more than 140 million dollars. They have also allowed the creation of many sources of work. In its most intense stage, it employed some 500 workers. At the current stage there are about 250. "Without a doubt, it has been important in the workplace," said the hierarch.

The Undersecretary Juan José Olaizola also participated in the tour; the President of the National Administration of Ports, Juan Curbelo; the Director of the Office of Planning and Budget, Isaac Alfie; the President of Fonplata –the body that finances part of the work–, Juan Notaro; and authorities of the company Saceem, in charge of carrying out the works.
