12th CONGRESS OF ROADS URUGUAYA

On 25, 26 and 27 September, the biannual conference of the Uruguayan Association of Roads was performed.

LATU again in the more than 350 players in the Uruguayan roads were present to exchange and learn about the latest developments in local infrastructure, maintenance, mobility, road safety and artwork, among other topics.

The same Bitafal Group participated in the exhibition presenting the new rheometer (DSR) of CITEVI well as new products supported by this equipment as are the HIMA, the PG 70-28 and new level of performance emulsions (EPG) . Technical presentations were linked to the performance of the above products and the recently published book "High Performance Surface Treatments".

The opening of the Congress was delivered by President of the AUC, Ing. Gerardo Fernandez, Minister of Transport, Víctor Rossi, Director of Mobility of the IMM, Pablo Inthamoussú, the Director of LATU and IDB representative for Uruguay.

Special conferences were given by Ing. Maria Mar Colas, from CEPSA and ATEB(Spain) “Surface treatments with asphalt emulsions for low-traffic highways”, by Mr. Jorge Setelich (Undersecretary of Transport and Public Works, Uruguay) “Central Railway Project – Uruguay in progress”, from Ec. Gonzalo Márquez (Municipal Government of Montevideo, Uruguay) “Electric Mobility in Montevideo: Where are we and where are we going?”, by Ing. Fabián Schvartzer (Independent Consultant, Argentina) with “Contribution of high-performance geocells in the calculation of pavement structures” and Dr. Ing. José Ramón Marcobal (SACYR, Spain) “Contributions to pavement engineering in Uruguay: a look towards the future”

In addition a thematic table "Proposals of Political Parties for the sector" where representatives gave their vision of how we are and proposals for the next period of government was conducted.

Within the thematic blocks, more than 30 technical papers on Transport, Road Safety, Structures, management and maintenance as well as pavements are presented.

The BITAFAL Group participated with four technical papers on "Surface treatments High Performance", "Advanced study of mixtures using different asphalts", "New asphalt emulsions level of performance" and "Recycling with cement and multiple treatments locked" together with the DNV.
At the close of the Congress there was a distinction as the best work of the Congress "Implementation of a mechanistic-empirical method for pavement design in Uruguay" of Ing. Martin Scavone and Gerardo Flintsch.

The novelty of the exhibition was that the outdoor showed new Wirtgen KMA 220 recent acquisition of CVC for recycling mixtures using foamed bitumen.
We look forward to the next Congress of Roads Uruguaya that possibly be done with the IBWC XXI.

the section built by the company CVC on Route 8 connecting Melo with the Brazilian border was opened.

On 10 September the ribbon cutting took place in the village Isidoro Noblía found in the newly renovated section. The ceremony was attended by Minister Victor Rossi, the Mayor of Cerro Largo, Pablo Duarte, representatives of the company, DNV and other national and local authorities as well as colleagues and friends.

During February we conducted two tours of much of the country to see how surface treatments behaved during the summer.

After having traveled more than 2800 km were able to verify that the problems of exudation that both resonated in the press and in the environment, are actually a small part of what has been done in recent months across the country.

We could risk to quantify the problem areas and we do not exceed 2 or 3% of total executed.

Exudation is fully controlled and are the result of a sum of different errors, based not only attributable to asphalt emulsions. We have traveled sections executed with national emulsions, RC2 or imported emulsions, and in all cases there exudates sections. A common denominator of most of them is running during the winter without the necessary precautions.

The emulsions BITAFAL ALWAYS comply with the current specification DNV which includes a penetration range of 50 to 200 dmm and we subdivide into soft, medium and hard to adjust to the realities of each work.

Every summer we adjusted basis or hard asphalts media but from now on is the quality of asphalt base will maintain throughout the year. Only order will manufacture soft asphalt emulsions that way unless there is a variable in the appearance of exudates.

To prevent exudates is essential to work in good weather conditions to ensure proper curing of the emulsion without risk of premature detachment and redo work force overdosing asphalt.

Other factors are very soft exudation base surface allowing penetration of the aggregate A treatment and reducing the proportion of several necessary. The same applies to well-graded aggregates that fill the gaps for the asphalt emulsion.

The lack of a suitable dosage criteria, use the same "recipes" for all treatments running and lack of calibration of equipment are key components for the job fails.

Treatment well executed, even with soft emulsions, may not have bleeding problems ... and many kilometers executed last winter with soft emulsions which did not have problems when they reached the heats.

The inauguration was attended by the current Minister of Transportation and Public Works, Victor Rossi and his predecessor, Enrique Pintado, as well as other DNV authorities, construction companies and friends. During the ceremony, the great challenges involved in a work of this magnitude and investment, estimated at over $260 million, were highlighted. The highlights were the large volumes of natural material moved to optimize the construction of both interchanges as well as the various inconveniences encountered in the execution of a work with a traffic greater than 12,000 vehicles/day but that has solved an enormous traffic junction that had been generated in recent years due to the proliferation of industrial and logistics projects in the area.

La obra en la intersección de la Ruta nacional Nº1 con Camino Cibils consiste en una solución a desnivel donde la circulación en la ruta se realiza en forma superior, manteniendo Camino Cibils y las ramas auxiliares su nivel original. La elevación de las calzadas de Ruta 1 se realizó con un puente de hormigón armado y los terraplenes de acceso correspondientes. La rasante de la ruta se eleva unos seis metros respecto a su cota actual, dejando un “gálibo libre” bajo el puente de 5,5 metros.

El puente consiste en una estructura compuesta por muros de apoyo extremos y un apoyo intermedio de cuatro pilares y la correspondiente viga. El cruce se complementó con la construcción de dos semi rotondas que facilitan la distribución del tránsito para efectuar las diferentes maniobras posibles.
