XVIII ARGENTINE CONGRESS OF ROADS AND TRANSIT

Great Uruguayan delegation in the XVIII CAVYT

On September 26, 27 and 28, the traditional Argentine Road and Traffic Congress was held at the Convention Center of the Hilton Hotel in Puerto Madero, with a historic attendance of more than 2,000 participants.

The Uruguayan delegation was present with a large contingent of Engineers from the National Directorate of Roads as well as Municipalities and companies in the road sector of our country. Grupo Bitafal presented on the Development of the Cape Seal in Uruguay and also on the promotion of the next XXI CILA that we are proudly carrying out together with the AUC.

The inauguration of the Congress was attended by the Ministers of Public Works of Argentina, Gabriel Katopodis, and that of Uruguay, José Luis Falero, as well as other road and transportation authorities from the neighboring shore.

The event was held simultaneously in 5 rooms where the following topics were discussed: Network management and road asset management; connectivity, transport and logistics; Smart Technology: Knowledge, innovation and creativity; Rural roads; Road safety: policies to reduce accidents; flooring; Sustainable Multimodality in Urban Regions; Environment and road transport; and Highway Planning and Project.

In parallel, the Symposium organized by the Permanent Asphalt Commission was held with three master lectures by renowned technicians in the field such as Dr. Miguel Angel del Val, Dr. Angel Sampedro and Dr. Carlos Fonseca focused on Sustainability and in Road Safety.

The Uruguayan delegation was present with a large contingent from the DNV who attended along with the Minister and his advisers showing the change in direction that the MTOP shows in terms of the training of its collaborators and that they will also be present in large numbers at the next CILA and the Uruguayan Road Congress.

An investment of 10 million dollars will be made to rehabilitate a section of route 8 that crosses the city of Treinta y Tres, between routes 17 and 19

In the coming weeks, the technicians from the Roads Directorate will be finalizing the executive project for the work. Once the project is finished and the details of the intervention are known, it will be announced to the departmental authorities and public opinion, informed Minister José Luis Falero.

The Minister toured the routes of the department. Several of them will be under construction throughout the period, as part of the execution of the national road infrastructure plan designed by the government. Falero stressed that not only will work be done on national routes, but also on secondary routes "which must be prioritized."

The hierarch highlighted the progress in the construction of the bridge that will link La Charqueada with the town of Cebollatí in the department of Rocha. The work not only involves the construction of the bridge, but also the rehabilitation of the accesses by Route 91.

The extension of the double track from Canelones to Durazno will improve traffic conditions and provide safety to users

Currently the double track runs from Montevideo to Canelones. Its extension will be executed in four sections. The first goes from Canelones to the town of Mendoza. The second goes from Mendoza to Florida, the third from Florida to Sarandí Grande and the last from Sarandí Grande to Durazno.

The estimated investment is about 300 million dollars. The duplication of the section that goes from Florida to Sarandí Grande is carried out through a rehabilitation, maintenance and financing contract (Cremaf). This financial instrument streamlines instrumentation times and speeds up the start of works. The tasks are executed in two years and their maintenance is guaranteed for the following 10.

NEW SECTION WITH HIMA IN URUGUAY

A highly modified asphalt (HIMA) was used to cover a section of Route 1

Four years ago, Traxpalco carried out a coating on the concrete pavement of Route 1 to improve the IRI and the general surface condition of the section. The excellent results are felt when one drives on it and that is why an extension is being carried out with a project similar to the one reported in the Bulletin N° 94

On this occasion, a section of approximately one km of an Asphalt Arena was made, in which a highly modified asphalt with SBS polymer was used (HIMA) in a thickness of 20 to 30 mm. It is to be expected a greatly improved performance of this SAMI (Stress Absorbing Membrane Interface) type layer, since the asphalt HIMA It is much more effective than the usual modified asphalts (type AM3) to attenuate the rise of cracks and joints.

The asphalt HIMA It was prepared following the specifications proposed by the Florida Department of Transportation (USA), which is one of the states with the most experience in the use of this new technology. They are evaluated for performance at 76°C in the MSCR test that is carried out with the dynamic shear rheometer, contemplating a maximum viscosity so that mixing and compaction are similar to those used with type modified asphalts. AM2 Y AM3. This could be verified on site since both temperatures were maintained and there was no difference either during the preparation of the mix or when laying it.

The section in question with Arena Asfalto was carried out at km 54 of the roadway beyond Route 1 in the Libertad bypass. On it, the regularizing layer will be applied with a CAD 12 mixture and then an F10 as tread, both made with modified asphalt type AM3. In the vicinity of the Liberty Free Zone, it will also take place on an Asphalt Arena made with AM3 a CAD 12 leveling machine with asphalt HIMA to evaluate the performance of a usual dense mix (with less asphalt content compared to an Asphalt Sand) in attenuating the reflection of joints and cracks.

We will be monitoring the various sections executed to confirm the benefits of this technology that is increasingly being developed worldwide.

In this five-year period, the largest investment in roads and bridges in the history of the country will be made. The quality of the road network will be raised with emphasis on transversal routes

The plan aims to improve the quality of roads and bridges to meet current and future needs.

The investment planned for the five-year period is 3,300 million dollars, which means an increase of 700 million compared to what was foreseen in the five-year budget, explained Falero.

Particularly, the investment in 2022 will be 905 million dollars, which represents about 2.5 million dollars per day. The figure marks a historical record. This investment will allow raising the standard of the road network to face the current traffic flow and future demands, accompanying the economic growth of the country.

Of the 8,800 kilometers of the road network, some 7,600 will be intervened, which represents more than 80% of the road network under construction. Maintenance works will be carried out on 4,400 kilometers, in about 2,600 there will be a change of standard and there will be 600 kilometers of new work, which will increase the country's road heritage.

One of the novelties of the plan is that special emphasis will be placed on the quality of the works. The Minister pointed out that there will be no more national ballast routes. There are currently 375 kilometers in these conditions, to which a double bituminous treatment with cement stabilizer will be carried out, to have a greater guarantee of its durability.

WORKS IMPROVE QUALITY AND SAFETY IN RÍO NEGRO ROUTES

Construction of the roundabout linking Routes 2 and 24 will be completed by the end of June. Works begin in September to improve the quality of route 25.

The roundabout being built at the intersection of Routes 2 and 24, in a place known as La Víbora, near Fray Bentos, will improve safety conditions at this "dangerous intersection, which has cost many lives." This was stated by Minister José Luis Falero, during his visit to the department of Río Negro.

Likewise, Falero reported that works will begin in September to raise the quality standard of Route 25, which joins Routes 3 and 24. The intervention will be carried out on a 25-kilometer stretch and will require an investment of 22 million dollars.

Another important work in Río Negro is the one carried out on Route 20, which joins Routes 5 and 24. In this way it will become a new transversal, like Routes 14 and 26, and will facilitate circulation throughout the territory. without having to go south. Currently, a new section of about 30 kilometers is being built, which expands the national road heritage.

The funds come mostly from the Inter-American Development Bank, together with resources from the national government and the departmental government.

Repair works began on the access road to the Arapey hot springs, in charge of the national capital construction company. The execution will last nine months and involves an investment of $122 million, about US$3 million.
